Challenges and opportunities for construction

The schools landscape is as vibrant - and controversial - as ever, with new directives and challenges for school leaders and many regions still facing an urgent demand for more pupil places. For architects, contractors, suppliers and clients, this means achieving both a high level of design quality and sustainability across new build and refurbishment schemes whilst meeting time, budgetary and site constraints.

Diversity of schools

The rollout of free schools and academy conversions continues apace and even the grammar system is being revisited. Consecutive waves of free schools are being given the green light by government. Successful projects have ranged from special schools for autistic children to one unique partnership that involves an outstanding secondary and a top flight rugby club. There are significant implications too for multi-academy trusts. For example, REAch2 - the primary-only specialist - is set to open a further 22 primary schools by 2020, strengthening its presence across the Midlands and the South and East of England; while recent primary and secondary approvals will take the trust past the 40 school mark.

Funding streams

  • Basic Need capital allocations are made to local authorities to support the capital requirement for providing new pupil places by expanding existing maintained schools, free schools or academies, and by establishing new schools
  • School condition funding is the money allocated by the government each year to improve and maintain the school estate (buildings and grounds), and this is distributed through three separate types of allocation
  • Multi-academy trusts receive a capital funding allocation to deploy across their estate, which is designed to address their priority maintenance and expansion needs.

The Priority School Building Programme

The PSBP has been available to all schools, focussing on those with the “greatest need”. Under the second phase (announced Feb 2015), around £2 billion is being invested in rebuilding or refurbishing buildings at 277 schools across England. Some 260 schools are already benefiting under the first phase of the programme.
